DOR-UST (Department of Revenue-Underground Storage Tank Maintenance Program)
Massachusetts Department of Revenue (DOR) maintains an Underground Storage Tank (UST) program, which allows Storage Tank Facility owners to be certified and be reimbursed in case of remedial actions taken due to environmental release.

Used to be submitted in paper along with supporting paper documents. DOR made a strategic decision to converting the paper-based process to an online software solution. eUST project required to create an online Customer facing application in order for the customers to submit their application and supporting documents and subject to review by program staff for approval. Stellar was assigned to design and develop this new system and address all aspects of the requirements. Stellar interacted with SMEs (subject matter experts and created the Business Requirement Documents and approved by eUST program managers. The application was successfully completed and deployed. Technologies used are C#. Net, Crystal Reports, ASP.Net & Oracle 10g.
Massachusetts Supplier Diversity Office (SDO)
CERTRAK
Supplier Diversity Office (SDO) as part of Operation Services Department (OSD) of Massachusetts maintains the certification operations for minority and disadvantaged businesses established in Massachusetts. This the software which maintains the certification process and publishes the widely used directory of Certified Businesses is called CERTRAK. Stellar has been entrusted in recent years.
This web-based software solution receives the application data from eligible businesses, processes the data through rigorous policy-based rules. Decision is made to award of certification followed by auto generated notification to the applicant regarding the status of their application. Some of the unique feature of this public facing application are:
Renewals: The renewal online portal was introduced in order for the applicant businesses to apply for recertification. The Renewal Portal allows the certified businesses to apply and upload required documents for renewals. Subsequently SDO staff review and issue recertification notices. It also allows SDO to communicate with businesses regarding completeness of their responses. electronically.
Workshop Process Change: SDO assists the first-time applicants by conducting pre certification workshop classes. This feature was enhanced in order to allow eligible businesses to self-register and attend the classes.
Directory of Certified Businesses: This Directory based Data set is widely used by Private and Public employers in search for certified Minority (M/WBE) and Disadvantage Businesses (DBE). Maintained and updated by Stellar, search results help entities locate eligible businesses to foster private-private business relationship.
Stellar was originally awarded the re-engineering of the legacy application. Since then Stellar has been responsible to maintain and enhance the solution.
Commonwealth of Massachusetts Department of Revenue/ Division of Local Services (MassDOR / DLS)
DLS Gateway
This Enterprise Web-based solution was created for use by cities/towns in Massachusetts to submit various property sales and other regulatory data to MA-DOR/DLS in order to manage setting up of tax rate for each city/town within the commonwealth.
Goals were:
- Create a common authentication model for all DLS staff and public officials to allow them to securely interact with features of the DLS Portal applicable to them.
- Consolidate all fragmented MS-Access and Excel based processes under the DLS Portal and transfer to a centralized database.
- Consolidate existing DLS web applications under the Portal (DLS-LOD, LA3, etc).
- Build the Portal and any supporting processes using the DOR Web Prescriptive Architecture standard.
- Create a suite of applications with a clean separation of Presentation, Business and Data Access layers.
Modules implemented were:
- Property Tax Rate Calculation and submission by communities and Approval.
- Schedule-A Annual Revenues and Expenditures for communities.
- Local Assessment Data submission (LA3 and EQV).
- Local Aid management by DLS.
- Public Reports.
The Gateway application has been successfully implemented and currently in production.
